Phillip Mutual Berhad is registered with the Federation of Investments Managers (FiMM) as an Institutional Unit Trust Adviser (IUTA), Institutional Private Retirement Scheme Adviser (IPRA), Capital Markets Service Licence (CMSL) holder and is licensed by the Securities Commission to conduct the following regulated financial activities:

Phillip Mutual Berhad

Phillip Mutual Berhad (PMB) was incorporated in Malaysia on 31 January 2002 under the Companies Act 1965 with a paid up capital of RM 20,290,932. The shareholders are Phillip Capital Holdings Sdn Bhd (70%) and Ehsan Astaka Sdn Bhd (30%).

We have a staff strength of 58 executives as at December 2023 with extensive experience in the unit trust industry within their respective areas of specialization. They are responsible for the day-to-day management of the Funds, reporting to the Board of Directors, Investment Committee, Trustee and the SC.


PhillipCapital Group

Mohd Fadzli Mohd Anas was appointed Chief Executive Officer/ Executive Director of Phillip Mutual Bhd (PMB) on 15 July 2022. He started his career with PhillipCapital Group in Feb 2000 when he joined Phillip Capital Management Sdn Bhd (PCM) as Vice President, whereby his roles included, among others, marketing the investment management services as well as managing clients' investment portfolio. At the group level, he was also indirectly involved in the marketing of derivatives products for Phillip Futures Sdn Bhd.

Fadzli was subsequently appointed Chief Executive Officer (CEO) of Phillip Mutual Berhad (PMB) on 2 February 2005. In addition to building PMB's funds' asset under management (AUM), Fadzli's tenure at PMB between 2 February 2005 to 31 December 2015 saw the growth of PMB into one of the largest Institutional Unit Trust Adviser (IUTA) in the market with more than 300 Unit Trust Schemes (UTS) and Private Retirement Schemes (PRS) under its distribution from more than 30 Unit Trust Management Companies/ Fund Management Companies/ PRS providers. PMB had also become one of the first in the market to introduce online transaction via its platform namely www.eunittrust.com.my. The PMB business had also expanded nationwide with an increase of 6 branches located in Kota Damansara, Johore Bahru (2 branches), Georgetown, Kuching and Kota Kinabalu.

On 1 January 2016, Fadzli transferred to PCM as Executive Director. His move from PMB to PCM on 1 Jan 2016 strengthened the marketing activities for PCM particularly in the Corporate and Institutional business. He was one of the key persons responsible for the substantial growth of the PCM AUM in the past 6 years.

Fadzli graduated with a B.Sc. (Mathematics) from Clarkson University in New York, and holds an MBA (Finance) from the University of Leeds, United Kingdom.

Major (R) Chai Chung Bin

Major (R) Chai Chung Bin is currently the Chief Operating Officer of Phillip Capital Holdings Sdn Bhd. He oversees the overall planning and execution of functions relating to Operations and Finance. Major (R) Chai Chung Bin has been with the PhillipCapital Group since 2009 and has been instrumental in operational process improvement, system improvement as well as development of the Group's proprietary wealth management platform.

Encik Azmir Razaleigh Arshad

Encik Azmir Razaleigh Arshad joined Phillip Mutual Berhad in October 2023 and is tasked to develop and market the unit trust business across all sales channels. He was previously with then, CIMB-Principal Asset Management for 8 years with its UT/PRS Marketing & Distribution team. He is well versed in IUTA/client servicing and is a deft trainer having being singled out and requested to train up the UT sales force of CIMB Bank. Beyond his financial prowess, Encik Azmir's diverse background and entrepreneurial achievements, including the success of Rebungan Resort Langkawi, underscore his adaptability and innovation-driven mindset.

Encik Ramli Abd Hamid

Ramli Abd Hamid is currently the Head of Legal, Compliance and Risk Management of PhillipCapital Malaysia Group (excluding Phillip Capital Sdn Bhd). He has over 25 years of experience in the financial services industry including banking, unit trust and asset fund management. He began his career as an internal auditor at RHB Bank Berhad where he served the Bank for more than 7 years. He then moved to Eastspring Investment Berhad for another 7 years where his last position was Head of Compliance before advancing his career to Asian Islamic Investment Sdn Bhd as Head of Compliance and Risk Management. Prior to joining PhillipCapital Malaysia in 2015, he was the Vice President, Compliance for Asia Pacific region and Malaysia Office of Columbia Threadneedle Asset Management. En. Ramli is responsible in ensuring the Company conducts its business in compliance with regulatory requirement as well as internal policies and procedures including on matters related to Anti-Money Laundering. He is also the Compliance Officer registered with Securities Commission Malaysia for Phillip Mutual Berhad and Phillip Capital Management Sdn Bhd.

Tan Sri Dato' Ir. Jamilus Bin Md Hussin is currently the President and Chief Executive Officer of KLIA Consultancy Services Sdn Bhd. He is also the President of the Project Management Institution Malaysia and holds several fellow memberships with engineering associations in Malaysia. He is known for spearheading KLIA Construction within the time frame of 7 years.

Prior to the KLIA project, he held numerous key positions in the Government including the Public Work Department (PWD). Among the posts he held were as the PWD State Director in Pahang, Terengganu and Perak. His vast experience includes the formation of policies, organisational development and implementation, project and construction management and facility management of Government properties.

Tan Sri Dato' Ir. Jamilus Bin Md Hussin also has a keen interest in propagating the professional practice of project management in the industry. He is active in the lecturing circuit by giving lectures and seminars in major local and international conferences. He was appointed as an Independent Director on 22 November 2004. On 24 December 2015, he was appointed as Chairman of Investment Committee.

Datuk Ir. Hamzah Bin Hasan is a Professional Engineer of the board of Engineers Malaysia, Fellow of Chartered Institute of Building, Royal Institute of Chartered Surveyors, Institution of Engineers Malaysia, Institute of Value Engineering Malaysia, ASEAN Federation of Engineering Organizations and Honorary Fellow of the Project Management Institution of Malaysia. Prior to the KL International Airport project as Construction Director, Datuk Ir Hamzah held numerous key positions in the Public Work Department (PWD). Among the posts he held were as the PWD at the District, State and Federal level.

Datin Nona Binti Salleh, is the Group Chairperson of Phillip Capital Malaysia and Director of Phillip Capital Management Sdn Bhd, Phillip Mutual Berhad, Phillip Capital Sdn Bhd (formerly known as Phillip Futures Sdn Bhd), Phillip Wealth Planner Sdn Bhd, Phillip Research Sdn Bhd, as well as other Malaysian companies under the PhillipCapital Malaysia Group. She started her investment career with Aseambankers in 1992 where she gained exposure in the management of Shariah and semi-Shariah portfolios. Over the past 30 years, she has accumulated experience through her involvement in the investment management and strategy of her clients' investment portfolios, including the Employees Provident Fund (EPF), Lembaga Tabung Haji, Koperasi Jaya Diri, Double Growth Fund and Emerging Growth Fund (BHLB Unit Trusts) as well as Maybank Dana Yakin.

Prior to re-joining the Phillip Group in 2001 to head its Malaysian operation, she has held several key positions in investment management and research, including the positions of Associate Investment Director of BHLB Asset Management, a subsidiary of Ban Hin Lee Bank (now merged under CIMB group) and Chief Investment Officer at Maybank Investment Management Sdn Bhd, a subsidiary of Malayan Banking Berhad. Datin Nona is a graduate of the London School of Economics, University of London and she holds the Investment Management Certificate (IIMR), UK.

Ms. Ma Jie was appointed as the director of the Company on 1 July 2022. She has over 18 years of professional experience in financial & commercial industries, overseeing the finance, risk, compliance and operations functions. Prior to Phillip Capital Management (S) Ltd, she worked in an audit firm and has extensive experience in assurance audits, providing services to a range of diverse clients including financial, commercial and non-profit organizations. Ms. Ma Jie is a graduate from University of Bradford and holds an MBA from University of Wales. She also holds the Chartered Accountant (CA), Singapore and Fellow Member of Association of Chartered Certified Accountants (FCCA), United Kingdom designations.

Mr. Lim Wen Sheong Linus focuses on product development as well as investment strategy. Prior to PhillipCapital, he was at the Investment business of Citibank Asia Pacific. Mr. Lim Wen Sheong Linus has been with PhillipCapital since 2001 where he has been involved in equity research as well as corporate finance both in Singapore and the United Kingdom (UK). Mr. Lim Wen Sheong Linus is a graduate from the London School of Economic and also holds an MBA from the Anderson School of Management at University of California, Los Angeles (“UCLA”).

Mr. Jeffrey Lee Chay Khiong CFA (Alternate Director)

Mr. Jeffrey Lee Chay Khiong is the Managing Director and Chief Investment Officer of Phillip Capital Management (S) Ltd. Prior to his current role, Mr. Jeffrey Lee was a Director of Investment at AIB Govett (Asia) Ltd and held senior investment manager positions at DBS Bank and Mitsubishi Corporation Group. Additionally, he has served on the Board of Directors of a number of companies within the DBS Bank and PhillipCapital, as well as several venture capital investment companies. Mr. Jeffrey Lee Chay Khiong's fund management experience spans several investment cycles. His track record includes a number of highly rated unit trusts in the Asia Pacific and Global Funds category.

A Chartered Financial Analyst (CFA) since 1990, he obtained his Bachelor's (Honours) degree in Chemical Engineering from the National University of Singapore in 1985 on a Public Service Commission Merit Scholarship. He was appointed as the Non-Independent Director on 8 March 2004.

Investment Committee
ROLES AND RESPONSIBILITIES OF THE INVESTMENT COMMITTEE

The Investment Committee is responsible for formulating, implementing and monitoring the investment management policies of the Funds in accordance with the objectives of each of the Funds and the provisions of the Master Deed. Formal Investment Committee meetings are held every 2 months and more frequently when required to approve and decide the following:

  • Establish appropriate strategies to achieve the proper performance of the Funds in line with their respective investment objectives;
  • Ensure proper and efficient implementation of that strategies by the Manager or any delegate;
  • Actively monitor, measure and evaluate the investment management performance of the Manager; and
  • Ensure compliance with the provisions of the Master Deed, the Act, the Guidelines, securities law and internal investment restrictions and policies by the Investment Manager of the Funds.

Investment Manager
ROLES AND DUTIES OF THE INVESTMENT MANAGER
Effective 10 November 2004, the investment function has been delegated to Phillip Capital Management Sdn Bhd (“PCM”). We strongly believe that by delegating the investment function, the Funds would be best managed to achieve its objective. PCM was appointed as the Investment Manager to implement the investment strategies and manager the Funds, as required by the relevant guidelines, the appointment of PCM has been approved by the SC and the Trustee.
The Investment Manager is a licensed fund management company and responsible for managing the investment and dealing of the Funds so as to meet the investment objectives of the Funds. The Investment Manager shall have discretionary authority over the investment of the Funds under their management subject to the Guidelines on Unit Trust Funds and other relevant applicable regulations. The Investment Manager will meet and report to the Investment Committee of the Funds on a regular basis pertaining to the status of the Funds, proposed investment strategy and discuss matters relating to the Funds. Apart from the regular meetings, the Investment Committee will meet with the Investment Manager more frequently should the circumstances require. The remuneration of the Investment Manager is borne by PMB.

PHILLIP CAPITAL MANAGEMENT SDN BHD (PCM)
PCM was incorporated in Malaysia in 1995 to offer investment management services to institutions, corporations and high net-worth individuals. Effective 10 November 2004, the investment function has been delegated to PCM since it has experience for more than 10 years in the fund management industry. We strongly believe that by delegating the investment function, the Funds would be best managed to achieve their objective. PCM was appointed as the investment manager to implement the investment strategies and manage the Funds, as required by the relevant guidelines, and the appointment of PCM has been approved by the SC and the Trustee.

PCM is a licensed fund manager and responsible for managing the investment and dealing of the Funds so as to meet the investment objectives of the Funds. As the investment manager, PCM shall have discretionary authority over the investment of the Funds under their management subject to the Guidelines on Unit Trust Funds and other relevant applicable regulations. PCM will meet and report to the Investment Committee of the Funds on a regular basis pertaining to the status of the Funds, proposed investment strategy and discuss matters relating to the Funds. PCM offers investment management expertise to institutions, corporations and high net-worth individuals and EPF contributors under the EPF Investment of Members Savings Scheme. PCM's total shareholders funds are in excess of RM 13.25 million and PCM manages RM 3.4 billion client's assets.

Mr. Ang Kok Heng

Mr. Ang Kok Heng joined PhillipCapital Group in January 2007 as the Chief Investment Officer. He brings along with him more than 20 years of experience in equity research and investment having worked in TA securities as the head of research for 7 years and thereafter as the head of investment in TA Asset Management Sdn Bhd for another 12 years.

Mr. Ang has very extensive experience in the capital market in Malaysia and his views are well sought after by local and foreign journalists. He was an investment columnist for New Straits Times for three years and he also acted as the investment consultant for a medium size composite insurance company for several years. While in his previous employment, he led a team of fund managers to win several awards for the unit trust funds.

Mr. Ang Kok Heng joined PhillipCapital Group in January 2007 as the Chief Investment Officer. He brings along with him more than 20 years of experience in equity research and investment having worked in TA securities as the head of research for 7 years and thereafter as the head of investment in TA Asset Management Sdn Bhd for another 12 years.

Mr. Ang has very extensive experience in the capital market in Malaysia and his views are well sought after by local and foreign journalists. He was an investment columnist for New Straits Times for three years and he also acted as the investment consultant for a medium size composite insurance company for several years. While in his previous employment, he led a team of fund managers to win several awards for the unit trust funds.

Mr. Foong Wai Mun

Mr. Foong Wai Mun joined Phillip Capital Management (PCM) in November 2017 as Fund Manager. He has been working in the capital market industry since 2007 including as an Equity Analyst with CIMB Investment Bank, ECM Libra Investment Bank and Public Mutual Berhad. As an Equity Analyst, he has covered various sectors, such as consumer, property, REIT, technology, telecommunications and utilities sector both on the sell as well as buy-side. Prior to joining PCM, Mr. Foong Wai Mun was an Investment Manager at BRDB Capital, a family office under BRDB Development managing the private wealth of the Group office. Graduated from Universiti Tunku Abdul Rahman with a Bachelor of Commerce (Hons) Accounting, Mr. Foong Wai Mun brought with him over 10 years of experience in the capital market industry and currently holds a Capital Markets Services Representative License (eCMSRL/B8207/2018).

Mr. Foong Wai Mun is the designated Fund Manager for Phillip Pearl Fund, Phillip Recovery Fund and the equity portion of the Phillip Dividend Fund and Phillip Income Fund.

Ms. Mutiara Binti Zulkifli

Ms. Mutiara Binti Zulkifli joined Phillip Capital Management (PCM) in September 2020 as Fund Manager. Before joining PCM, she was the Portfolio Manager managing Dana Makmur Pheim in Pheim Asset Management for more than 2 years. During her tenure there, she also covered sectors such as auto, aviation, REITs, conglomerates, manufacturing, consumer sectors; as well as overlooking various portfolios' foreign countries exposure. Prior to joining Pheim Asset Management, she was attached to Phillip Research Sdn. Bhd. (PRSB) as an investment analyst for 3 years. Graduated from Universiti Teknologi MARA with a Bachelor of Finance (Hons), Ms. Mutiara Binti Zulkifli brought with her over 6 years of experience in the capital market industry and currently holds a Capital Markets Representative License (eCMSRL/B7869/2018).

Ms. Atifa Faiqa Md Alier joined PCM in July 2019 as fund manager. She has over 5 years of experience in fund management industry. Prior to joining PCM, she has been working with several fund management companies including AmFunds Management Berhad and Kenanga Investors Berhad as investment risk analyst where she analyses the exposures and performance across different portfolios and at an aggregate level. Graduated from Universiti Teknologi MARA with a Bachelor of Finance (Hons) and a holder of Master of Finance from Cardiff University, Ms Atifa holds a Capital Markets Services Representative License (eCMSRL/B9347/2019).
